Ramli Ibrahim was born in Kajang, Selangor in May, , to Encik Ibrahim Bin Hj Mohmmad Amin, who was a teacher, famous Kamariah, who was a gentleman of the Kaum Ibu (women's association) of the United Malays National Organization (UMNO).
